Title: Correlation between the Greek GDP and health expenditure during the financial crisis, with emphasis on reimbursement of the cost of diabetic health materials by the National Organization for Healthcare Services Provision (EOPYY)

Abstract

During the years of the Greek economic crisis, the fluctuation of the Gross Domestic Product (GDP) prices and its declining course as a macroeconomic indicator, in conjunction with the reduction of health expenditures by the EOPYY, documented by data of the Organization for Economic Co-operation and Development (OECD), the Hellenic Statistics Agency (ELSTAT) and bibliographic reports, affected reimbursement of the out-of-hospital prices of diabetic health materials, which underwent a gradual decrease. Indicative of this trend was the recorded reduction in reimbursement of the cost of blood glucose test strips by EOPYY, with subsequent risks for the health of people with diabetes mellitus (DM). Reduction of reimbursement of the cost of the diabetic materials by EOPYY was inevitable during the economic recession, due to the advocacy of the financial interests of EOPYY and the obligatory harmonization with the national economic goals. The relative risks for the health status of people with DM were highlighted in this study and specific measures have been proposed to reduce them.

Biography

Healthcare professional (pharmacist)  with 24 years of experience in a) public health sector - insurance funds, b) private health sector (pharmacies & pharmaceutical warehouses) with pharmaceuticals parallel trade experience and responsible of pharmacovigilance and conformity to ISO procedures and c) military hospital pharmacy and military warehouse of pharmaceutical - health material. He holds a) degree in Pharmaceutics from the EKPA, b) postgraduate MBA in Health Economics (EKPA), awarded with merit and c) English and French degrees, certifying excellent knowledge, with teaching license for both languages. He works at the Department of Monitoring and Utilization of Controls in the Medicines Directorate, General Directorate of Organization and Planning of Health Services, Central Agency of EOPYY, since its foundation, on harmonizing the control of medical prescription procedures with the legislation. He also has professional experience in reimbursement processes for health medical material and FSMPs (Food for Special Medical Purposes) based on provisions of Greek - European healthcare legislation and international relevant agencies - networks in collaboration with public administration structures, scientific associations, supplier - patient bodies and individual insured, has represented EOPYY in legal cases and participated in EOPYY’s procedures regarding rebates, clawbacks and shipment of medicines for treatment of Covid-19. He is also member of: a) Committee for costing pharmaceutical expenses, under auspices of EOPPY’s Directorate of International Insurance Relations, concerning EU Cross - border Healthcare, b) EHFCN’s (European Healthcare Fraud and Corruption Network) Working Group in AI’s (Artificial Intelligence) role to EHFCN purposes’ implementation and c) alternate member of working group for processing - updating of list of diseases with reduced / zero participation in pharmaceutical cost as well as for examination of requests addressed to Autonomous Department of Supervision, Development and Operation of EOPYY. He has been member of several commitees too and working groups, participated in training programs and attended conferences (Greece and abroad) in the field of Pharmaceutics, Medicine, Health Economics and Policies, HTA and EHFCN and other organized by Hellenic National Public Health Organization. Recently, he participated in the 8th HTA Conference 2023, as speaker, analyzing the “Optimization of HTA Processes in Greece” and has authored number of studies in peer - review scientific journals.
